Clubs are required to apply to take part in the competition , and this season the DFA rec eived a total of 43 applications . Five , in cluding Shields ' were rejected .
Shields , who won the cup in 1910-11 , 1913-14 , 1937-38 , 1938-39 and 1948-49 and were beaten finalists in 1949-50 , reached the last eight of last season's competition and they were puzzled when the DFA refused them permission to play this
season .

They immediately contacted DFA secretary Dennis Lyons who replied thus : " It was realised that , in fact , you had entered the competition in season 1974 75 , but the Committee decided that in view of complaints received from other clubs during that season in respect of grounds , charges of admission etc. , a closer scrutiny was made of all entries .
" South Shields FC were

one of these clubs that failed to fulfil the requirements necessary for entry into this competition , the reason being that the club could only charge admission by programme , and this was not satisfactory to the Committee ; also one of the main factors was that the ground had a second pitch adjacent to that of the South Shields FC playing area and it could well be on some occasions that two matches were taking place at the time and that an accurate check on charges of admission could not properly be ascertained .

" On the basis of this your club was rejected entry into the compeition . When the position has been resolved by your club , consideration will be give to your future entry . "

When the old South Shields Council gave Shields the use of the Jack Clark Memorial Park several
conditions were laid down , one of which stated that the club could not charge admission as such , although there were no objections to admission by programme .
Shields have faithfully observed this condition . Dennis Lyons told me : " We have no complaints whatsoever with the South Shields Club . We know them to be a fine well - run club who proved in last season's competition that they meet the playing standards required , but on the issue of admission charges we had to turn them down . But I do stress the Durham FA has no complaint against the club itself . "
The Shields club are naturally disappointed both for themselves and their supporters , and this week they had a meeting with Mr
Ray Lee , South Tyneside's Director of Culture and Leisure for the club is also concerned about their entry in this season's FA Vase competition in which they feel they could also face disqualification on the same grounds .

Today Mr Lee said : " The fact that the club cannot charge admission is the result of one of the conditions laid down when they were given the use of the ground . I have been examining byelaws to see if there are any stipulations or covenants preventing admission being charged and I cannot find any .
" Naturally we want to help any club in the town , and it is just possible that the Council might rescind this condition governing admis sion charges . I understand

Says Shields chairman , Mr Martin Ford : " We have no quarrel whatsoever with the Council . They were kind enough to give us the use of a ground in the first place and their generosity will never be forgotten by our club .
" We have , however , to meet requirements laid down by the Durham FA , and we are hoping that the Council will be able to help . We have been perfectly happy to observe all the Council's conditions , but now we have run up against a problem that we cannot solve by ourselves .
" All we need is to be able to charge admission for certain matches to meet requirements laid down . Our club will make the necessary approaches to see if this is

" Naturally we disappointed that complaints were made against us last season . In the Durham FA Cup last season , for instance , we met Steels away in the second round . They did not charge a gate and we had to pay them £ 6 as our share of the match expenses . That match was drawn , and when we had the replay at the Jack Clark Memorial Park , Steels collected £ 6 as their share of the gate after expenses and the Durham FA's percentage had been paid . "

The plight of the Shields club is a genuine one , and I am sure our Council will accept this unforseen situation and do all they can to help . This young club has already brought honour to the town , and any decision taken to help them solve their problems could only assist them in their quest for further honours .
